How to merge PDF files without uploading them

Updated October 11, 2026

Merging is copying pages from one file into another, which is something your browser can do by itself. That means the contract, the receipts or the scanned forms can stay on your computer the whole time instead of passing through a server.

Merge two or more PDFs

  1. Open Merge PDFs.
  2. Drop your files into the box, or click it to pick them from your computer.
  3. Drag the files into the order you want. The merged document reads from the top of the list to the bottom.
  4. Click Merge, then download the combined file.

There is no account to create and nothing to install. Your original files are never changed, because the tool writes a new combined PDF.

Getting the order right

The list sets the order of whole files, not of single pages. If page 3 of one file belongs after page 1 of another, merging alone will not do it. Extract the page first with Split PDF, then merge the pieces in the order you need. Reorder Pages changes the page order inside a single file, and it is a Pro tool.

What to check afterwards

Merging copies the pages of each file into a new document. Bookmarks are not carried over, so check the form fields and scroll through the result before you send it. It takes thirty seconds and catches a file in the wrong place.

Limits worth knowing

  • There is no fixed number of files. Very large batches depend on your computer's memory, because the work happens on your machine.
  • A PDF that needs a password to open cannot be merged until it is unlocked. Remove Password does that, using the password you were given, and it is a Pro tool.

Free and Pro

Merging is free: three runs a day, with a small PDFLocal link added to the output. Pro is a one-time $19 and removes both.
